The Manager, People & Change is a key and active participant of the People & Culture (P&C) team and
reports to the Senior Manager of Culture & Capability.

P & C is customer service driven and works in partnership with leaders and team members to
contribute to organisational performance and employee engagement.

Responsible for championing and driving people strategy. This is achieved through improving the accountability and capability of the executive and senior leadership teams through the provision of expert coaching and expert advice on the people components of change and transformation initiatives. The role also supports the development and implementation of people programs to create a diverse, well, and capable workforce who are connected by purpose to serve
the community. This is achieved through undertaking research, analysis, and leading the change process
to engage and inspire their people.
  • Working with their leaders to ensure there are people plans and initiatives in place that are linked to the strategy and key performance indicator organisation design activities to ensure the right capability is in place to deliver outcomes.
  • Leading as the change expert, advising and facilitating change that supports the desired culture, delivers strategic community outcomes, and that meets industrial obligations
  • Provide leadership coaching to executive and senior leaders in relation to their people obligations

  • Escalation for specialist advice on complex related employee relations issues
  • Coordinate the performance management cycle and reporting
  • Ensure significant people challenges are effectively managed with senior leaders.
  • Promote the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with vision and values in the Emergency Management Sector and Victorian Public Sector plans and policies
